<p>A new North Caroline tax credit is generating renewed interest in an old technology that addresses one of the most common forms of energy loss: waste heat. The state tax credit, barely a month old, covers up to 35 percent of the cost of technology that captures and recycles heat that escapes up the smokestack from energy-intensive industrial processes at phosphate plants, manufacturing facilities and factories. North Carolina is the third state to offer an incentive for cogeneration technology, or combined heat and power. The state is offering a $10,500 version of the incentive for residential applications &#8211; the only such incentive in the country &#8211; even though commercial technologies are not yet widely available for private home use.  N.C. State University estimates that it could save $5 million a year with the technology added to a planned 11-megawatt power plant on its main campus. The plant, to be powered by natural gas and oil, will cost $38 million. The purpose of the incentive is to encourage other industries to try it. To promote the technology, the N.C. Solar Center, N.C. Sustainable Energy Association and N.C. Manufacturers and Chemical Industry Council will include a session on the technology and new tax credit during an energy conference in November.</p>

<p>The Market Surveillance Administrator, Alberta’s electricity market watchdog, has levied a $655,000 penalty against a NorthPoint Energy &#8211; a Saskatchewan trading company, the largest fine laid by the MSA since deregulation a decade ago. The hefty charge was the sum of 332 fines against NorthPoint Energy, the trading arm of Saskatchewan Crown utility SaskPower, for breaking a rule around scheduling power sales across provincial boundaries. It comes 11 years after the administrator investigated similar rule bending between the now defunct and notorious Enron Corp. and PowerEx, the trading arm of B.C. Power. No electricity price spikes resulted from the 300-odd trades that happened between 2008 and 2009, or harm happened to the integrated power system &#8211; NorthPoint paid the fine immediately and instituted a number of changes as a result of the investigation. NothPoint  misinterpreted the rule, rather than intentionally set about trying to undermine the system for financial gain. (Calgary Herald)</p>
<p>The Columbia Basin Trust intends to complete its mandate to develop hydroelectric facilities with a $900-million expansion of generating capacity on the Waneta Dam south of Trail, BC. The expansion involves building an additional 335-megawatt generating station on the Waneta Dam on the Pend d&#8217;Oreille River, just south of Trail. It is expected to take a little more than four years to build, would provide employment for 400 construction workers and inject some $200 million in direct wages into the region. The Waneta expansion is one of three potential hydroelectric developments, along with facilities at the Arrow Lakes and Brilliant dams, that the Columbia Basin Trust was endowed with when the provincial government created the trust in 1994 as a vehicle to mitigate damage caused in the region by damming of the Columbia River system in the early 1960s. Now Columbia Power and the Columbia Basin Trust have reached an agreement in principle with Fortis to jointly develop and share ownership of the project, with Fortis retaining 51 per cent of its equity and the trust taking the balance. The Waneta expansion&#8217;s power-sale agreement has to be approved by the B.C. Utilities Commission. Under the Waneta agreement, Fortis would buy an average of 234 megawatts worth of the project&#8217;s power generation.</p>

A government document released last week gives the most optimistic outlook for the capacity at which wind farms would operate, as well as low-balling how much wind farms cost to put up. 10 cents per kilowatt-hour the province has offered proponents for power &#8211; with annual increases pegged to inflation &#8211; is not enough, considering what he views is the government&#8217;s overly idealistic vision. The Alliance for Community Energy is a group of about 50 people who recently formed the network of municipalities, woodlot owners, farmers, energy co-operatives, renewable energy companies and environmental groups &#8211; some of whom are interested in small-scale wind. The province&#8217;s policy is to pay the same price &#8211; 10 cents per kilowatt hour &#8211; for every renewable energy project, whether it&#8217;s a wind farm, hydroelectric facility or biomass operation&#8230;Energy Minister Jack Keir and Environment Minister Rick Miles joined together to push the button to start the flow of the electricity at the Crane Mountain Landfill. Saint John Energy is buying the electricity for the same price as the electricity from NB Power, who was the utility&#8217;s sole supplier until now&#8230;The Tennessee Valley Authority will close nine of its oldest coal firing units in its effort to save money on environmental upgrades and lower its carbon emissions. The idling is expected to be completed by 2015 and will include two units at the John Sevier Fossil Plant in northeastern Tennessee, six units at Widows Creek Fossil Plant in northeastern Alabama and one unit at the Shawnee Fossil Plant near Paducah, Ky. TVA will make up the difference with a gas plant in John Sevier, with the upcoming nuclear Bellefonte plant east of Scottsboro and a possible biomass plant at Shawnee.</p>

The government will provide up to $12 million over five years to support the Wind Energy Research and Development Park and Storage System. The Wind Energy Institute of Canada will build and operate the nine-to 10-megawatt wind turbine cluster and electricity storage system&#8230;The massive, state-of-the-art Bécancour cogeneration electricity plant is capable of powering 550,000 homes. At the moment, however, the only action its gas turbines are getting comes from the dehumidifiers that prevent them from rusting out. Apart from providing steam for an industrial park neighbour, the plant, 150 kilometres northeast of Montreal, sits largely idle, victim of policies and planning in a province overrun with electricity. Such is the extraordinary electricity surplus in Quebec that several hundred million dollars are being spent and lost each year dealing with the problem, and consumers are footing the bill. Hydro-Québec, the provincial electricity monopoly, is forced to pay nearly $200 million each year to keep it closed, including $150 million to honour its contract with TransCanada Energy, the Alberta company that owns the plant. Despite this, the government is pushing ahead with even more massive hydro dams, as well as wind farms and mini-hydro projects, some privately owned.</p>

The 2MW system will require about 12,500 bone-dry tons of wood waste&#8230;BC Hydro awarded a contract to Voith Hydro in Montreal for the complete overhaul of five Francis turbine units for Gordon M. Shrum hydro power plant, located near Hudson’s Hope, British Columbia. Voith Hydro&#8217;s scope of supply includes five new 310 megawatt turbines, site construction, installation, and start-up. The first unit is scheduled for commissioning in 2012. Each year, one unit will be replaced until all five units are in service in early 2017&#8230;Solar and wind power are booming in California, but there are times when the sun doesn&#8217;t shine and the wind doesn&#8217;t blow. So California utilities are looking to smooth out those bumps by doing something rarely done on the grid today: storing electricity. The California Independent System Operator is the traffic cop of the state&#8217;s electrical grid. Its job is to forecast how much electricity the state needs — every four seconds — and to make sure it&#8217;s supplied. Inside an unmarked building outside of Sacramento, dozens of people are glued to computer screens, and on one wall, there&#8217;s a display plotting a big red line showing how much electricity California is using right now, in real time. Just outside of Los Angeles in Huntington Beach, Praveen Kathpal of AES Energy Storage shows off one of the biggest batteries in the state. From the outside, it looks like a simple shipping container-it&#8217;s a 2-megawatt energy storage unit. Inside the container is packed with 83,000 small lithium-ion battery cells..</p>

The proposed transaction is expected to be consummated through a court-approved bankruptcy proceeding to be initiated by Boston Generating. If approved, Constellation Energy&#8217;s bid would then be considered the price to be beat in an asset auction to be held later this year. If Constellation Energy is ultimately the successful acquirer, under terms of the agreement it would acquire Boston Generating&#8217;s five power plants located in the Boston area: four natural gas fired plants, including Mystic 8 and 9 (1,580 MW), Fore River (787 MW), Mystic 7 (574 MW); and a fuel oil plant, Mystic Jet (9 MW)&#8230; Acciona Wind Energy Canada, the Canadian arm of the Spain-based company, announced  forward movement on its Lameque Wind Power Project located in New Brunswick. The 45 MW wind farm has a 25-year Power Purchase Agreement with New Brunswick Power and is set for ommissioning in early 2011. Separately, the company also posted a second-quarter loss of $8 million (or 37 cents a share). Excluding one-time items and fair-value adjustments, it earned five cents per share for the quarter on revenue of $313 million&#8230; BC Hydro will pay an average $100/MWh in new electricity contracts with independent power producers. That price includes payments as low as $76.20 for non-firm or intermittent power purchases from wind farms and run of river hydro facilities in months of low electricity demand and payments as high as $133.80 for firm power purchases during the peak winter season when demand in B.C. is at its highest. Hydro includes the payment costs in a new report on its 2008 Clean Call for new sources of green energy &#8211;  19 run of river facilities, six wind farms, one storage facility and one waste heat project, offering a total volume of 3,266 gigawatt hours a year of firm power. The wind farm projects account for almost half the contracted energy, 1,528 gigawatt hours&#8230;. Jan Carr &#8211; the former CEO of the Ontario Power Authority and author of a new study from the C.D. Howe Institute &#8211; argues that Canada should take an approach to electricity transmission that better exploits the benefits of east-west power trading between the provinces, rather than accommodating north-south trade with the United States. And he says the three Maritime provinces could adopt a unified approach to this. &#8220;The timing is right to look at a regional initiative. And the fact that the utilities (in the Maritimes) are small &#8211; both geographically and electrically &#8211; it makes a lot of sense. It&#8217;s a prime candidate,&#8221; Carr says. </p>

Approximately 94% of Emera&#8217;s revenues are earned by Nova Scotia Power Inc, Bangor Hydro Electric Company and the Brunswick Pipeline&#8230;New technology to capture carbon dioxide byproducts has been selected for use at the Tenaska Trailblazer Energy Center, the proposed coal-fired power plant near Sweetwater, TX. The plant will be among the first in the nation — and the first in Texas — to use the Fluor carbon capture technology for the coal-fired, 600-megawatt electricity generating plant. The technology is designed to capture 85 to 90 percent of the CO2 byproduct and send it via pipeline to the Permian Basin, where it will be used in enhanced oil recovery. The technology has been licensed on a commercial scale at 26 industrial plants worldwide, including three in the U.S… Renovalia Energy SA, the Spanish solar and wind power producer that in May postponed an initial public offering, said it plans a $258 million wind park in Alberta. The facility will have an electricity generating capacity of 120MW, and construction will begin the first quarter of 2011.</p>

The Environmental Assessment process concluded that the proposed project is not likely to have significant adverse effects, based on the mitigation measures and commitments included as conditions of the environmental assessment certificate. Commercial operation is expected by the end of 2012.</p>
<p>Progress Energy Florida estimates its Crystal River nuclear power plant will be back on line by the end of September now that the utility company is working to replace a cracked section of the facility&#8217;s containment wall&#8230;A bomb and gun attack on a hydroelectric power station in Russia&#8217;s Kabardino-Balkaria region has killed two guards and injured two others. Supplies to the electricity grid were not affected &#8211; the flow of water from the dam had been stopped to prevent any flooding downriver.</p>
